to lose weight you have to be burning more calories then you eat. If your not eating enough of the right thing your body might think its starving and hold on to the fat. Also if you are working out you may be toning up, muscle weighs more then fat so you wont appear to lose weight at all if your gaining muscle and losing fat. Also only way to lose fat is Cardio. You cant have a washboard stomach if you have a layer of fat over the top you wont see the muscle. Good luck
Since you are doing quite a lot of exercising, I think the only other way is to eat less food. You will feel very hungry at times, but just try to persevere see if it helps to lose more weight. Whatever you do, dont stop working out but instead look at what you are eating as this might be the key to achieving your goals. Good luck !
