Weight gain and loss is determined, at the most basic, by calories in versus calories out. Exercise, by increasing calories out, is equally important to weight loss as diet change, which decreases calories in. The real answer depends on the starting point. For someone who has a horrendous diet and moderate exercise habits, the dietary change may be more important. For someone with a reasonable diet, but very poor exercise habits, the exercise will play a greater role. The efficient thing to do is to establish a balance utilizing both factors, really.
