How to lose 150 lbs without danger? -

If a person wanted to lose 150 LBS to get to a normal weight and they have not exercised much at all... not even walking.... where to start to make it a healthy weight loss? I need this broken down into itty bitty steps. BTW, the person is a vegetarian, does not drink anything but water and milk, and is about 40 years old. Food vices are Chocolate and carbs.
