Dieting will make absolutely no difference for losing weight in one particular area.But as for exercise, I d suggest doing lunges to tone up your thighs and butt. You stand up straight heel to heel, with hands on hips, and take a big step forward with one foot. Lower your body as low as you can go, and stay in that postion for as long as you can. Then switch legs. Increase your reps, until you feel strong enough to hold weights in your hands. Once you get to that part, hold your arms straight down, gripping the weights (start with 5 pounds), and do the lunges, increasing your reps as before. Then increase the weights (next is ten pounds), when you feel ready.good luck!
